A tutorial for PSP8. Translatable.
This is a technique for making blue eyes really stand out without having selective colouring. It looks nice with other colouring, but the blues really stand out.
A Note to users of earlier versions of PSP: It has come to my attention that the saturation layers don't don't work the same way with versions of PSP before 8.

We start out with this base of the lovely, blue-eyed, Josh Lucas.

You want your base to be quite light, so I'm going to duplicate the base three times and set them to screen.

(Here's a tip if the contrast is quite high in your icons: duplicate the base and set it to softlight, desat it, then set it to negative/invert. Duplicate the base again, drag it to the top and set it to screen. It should even out the contrast a bit).
Add a new blank layer on the top and flood it with dark navy blue (I've used #031B35). Set it to exclusion.

Add a colour balance adjustment layer.
Shadows: 0, 10, 13
Midtones: -70, 0, 8
Highlights: -10, 0, 0

Add a levels adjustment layer.
RED input: 0, 1.5, 255
BLUE input: 0, 0.8, 255

Add a curves adjustment layer.
RED: Click 1: I:89, O: 122
Click 2: I:178, O: 163

Add a Hue/Sat/Light adjustment layer
Sat: + 30
Set to Saturation (L)

Duplicate the Hue/Sat/Light layer and lower the opacity to 50%
Duplicate your base and drag it to the top, desat and set to softlight. You can play with the opacity of this layer to taste.
