People may do it accidentally (easy to do with the option just above the "send" button), or simply without thinking things through. This comment on news says it pretty well for me.
I have had Friends here who were posting about an abusive partner. One was eventually cyber stalked by the guy she left, and became so terrified she couldn't even post to LJ anymore. That was awful for me to see, because one of the things her partner had done was to isolate her from friends in real life, and her LJ friends had previously been a big support for her - until she got too scared even here, where entries can be Friends locked. IMO anything that makes it easier to accidentally crosspost to Facebook - which is notorious for having really bad user privacy - is a terrible idea.
I get that some people may not care, or may not be bothered for themselves, or may even love this new idea and be happy to use it. However, it shouldn't be implemented without a way to opt out of it. In fact, it should have been opt in only to begin with.
Okay, that comment gives me a better idea of what the problem is. If they can't/won't disable cross-posting on locked entries, I wish they'd at least allow you to opt out of letting people cross-post comments from your locked entries--disabling the code from working on your journal entirely, maybe.
My other problem in being able to grasp this is that I still can't understand why you'd want to cross-post a comment ever, at all, anyway.
