So who was the head of UNIT during the Pertwee/Baker era?

I got the impression it was very much a UN kind of thing, possibly with NATO, so it could have been an American or even a Russian. Probably changed from year to year, unlike the people in the trenches.

Although the second/third tier people are probably consistent. We can make a secretary/aide person who is Swiss that keeps taking Sarah Jane out to find some proper chocolate...
