I think there is a difference. If you want to go someplace trendy in Miami you will feel apprehensive about your attire if you didn't bother dressing well. I've never felt that way in San Fracisco.
I thought the Sex in the City reference was great (Seriously, I was at Santana Row on opening night, and you should have seen the outfits...I'm surprised anyone there owned something like that,) but needed the rest of the context.
Fashion is at least somewhat pretentious in general, so I don't think the quote is too outrageous.

The mission/haight hipster look isn't really attractive to me at all, so I am biased by discarding that.

That writer is arguing that SF is somehow less of a city because it lacks the sort of fashion you'd find at a snooty NY gallery opening.
