I think they're assuming the Eurpoean practice of a hand washing bowel that is given to wash your hands before a meal. (lemon being mixed as well to kill bacteria and germs)

Was mostly done in the Middle Ages in some European countries (according to history) but I don't assume they still do it now. Probably was a light hearted joke the staff made with him. :3
