In the apartment building analogy I like to use for LJ, having a custom layout is like drawing a beautiful mural on a support wall of a building - it looks great as long as nothing ever changes, but if the building owner has to put in a new window or knocks out some plaster to repair a pipe, then you need to adjust the mural to match the new shape of the wall.

Component is one of the older layouts on the site, and it's unlikely to see any kind of attention except for repairs to standard layouts. (Hell, even Expressive gets no love these days. It's just Minimalism all the time now.) It'd probably be easier to compare all the affected layouts and figure out what bit of CSS is common to them all and is causing the problem than to wait for an LJ engineer to examine the issue.
