Uhm...no. ;) The scorched earth policy was useful in those days because it was a resource denial tactic. The southern army couldn't forage for food off the land because the crops were burnt by the north.
As for Iraq...if we're going for the total destruction route, we'd be better off with the B-52 carpet bombing that was prevalent in WW2. The cost of civil infrastructure reconstruction would be much much higher then it is now...
