If you feel up to taking on some more responsibilities, you could offer to start doing the things that she's doing badly. But unless she's more of a friend than a boss, or it's to the point where you're prepared to walk away from your job, I think I'd be very hesitant to directly raise this issue. It's touchy even in the best of circumstances, and coming from a professional subordinate, there's just so many ways that it could go badly.
You might try contacting an alcohol-related support group and see if they have any suggestions. And make sure your resume is up to date, just in case she takes the company down.

You could innocently try to ask if she smells something, when you smell the beer on her. You'd still be playing dumb to her drinking, by asking an innocent question.

I want to scream that shes a lier and a hipocrate. This woman is not a friend... I'm concerned for the damage she is doing to the company and my ability to do my job.
