Maybe, if you just asked, they might not do awful things. They might think the awful things, are actually good things, and are only culturally ignorant?

To be honest, your idea is -- one of those which people who consider themselves intelligent would overlook, but which has nevertheless a certain chance of being effective.
I'd think that opening a dialogue with them would be... difficult. But you know, it is possible that we just haven't tried in an effective way.
From what I've been told this world is a post-apocalyptic one, although considering the amount of control they seem to have the evidence might not all be real. If it is a fallout shelter, I don't really know why they wouldn't put their own people in it, unless there aren't enough left.
I'd be more inclined to consider the experiment idea, although they seem to constrain it a great deal with punishments.
Yes, it may be a fallout shelter without actually acting in this way. Drones are clearly--well, fairly likely--not humans being protected... [She pauses.] Unless their 'permanent' state is really a cryogenic state--but again, there's no need for that, as Mayfield seems perfectly capable of regenerating in other ways...

As for the punishments, they might very well be indicated if they would rather have us creatively develop solutions rather than perform acts of rebellion individually.
I just don't think, if it happened to me, I would have time for--elaborate multidimensional experiments. If there was--some nuclear war, I would use this sort of space for my people. Of course, there's no guarantee there's any sort of government still holding things together, but this is very elaborate... I would use this sort of thing for a safe place for repopulation, or--
Unless this is repopulation. It's one way to avoid genetic bottlenecking, I suppose.
It's a question of if it is an existential problem for them which they can only solve through this means. Of course, the main problem with that is that I can't think of a precise case in which that would be necessary.
It is possible that it is repopulation, of a sort, but as they are actively discouraging reproduction... I find it more likely that this place somehow facilitates repopulation in a different way.
Or possibly that the reproduction is on a higher level.
