France's the odd one out because he's part of the Allies and the other three are the Axis Powers.

ok so I have three options here:

- France (02) because he's not one of the Axis, but that would only apply for those who know the series so I don't even know if this applies.

- Japan (03) because he's the only one not smiling. if Germany's gesture counts as a smile at least

- It could be Italy (01) because he's the only one wearing a tie.

I'm just pretty much writing down what I think you want me to find haha
