Ok--I'm curious, what is in the letter to the new neighbor? Is it a welcome letter or a please keep your child from pooping in my garden letter?

In August of last year my neighbors to the west sold to someone.. nobody else has seen that party. I looked on the city development website and found that the new owners have applied for a permit to tear down and build a single family dwelling ( which is good as i was worried somehow they'd get a variance and put up two townhomes
