Training people to run companies in a less incompetent manner is a lot of work. It is good that they are starting to listen to you.

I sympathize with the frustrating parts and the extra workload blows.

You need to add The Donald to your personal pantheon. Yeah, he's still alive, but I can't think of anyone off hand who is more representative of the Phoenix of Business. :)

It sounds like this company is investing as little labor & money as possible in their administrative infrastructure. Have they ever contracted a CPA to perform an independent audit?

The CPA is the executive, in this case. Its a combination of 'no one really tried to make it work before' and 'no one actually knows how to do it'. They're an estate planning annuity sales company that thought it would be a good idea to get in on Medicare as another way in. The only people in the company who actually know how to do that are the 3 managers and two of them can't politic to save their lives, leaving me to explain to the middle managers what we need to support the field agents correctly. Building the infrastructure has largely been the challenge, as they're still quite unprepared to handle what they're asking for. I'm making progress, at least. I just wish it didn't have to be with 'I told you so's' this big.
