I don't know how far you have to get into the game to develop a complete immunity to radiation (or if there's an alternate entrance), but Vault 87's main entrance is surrounded by a radiation field that increases in lethality exponentially.
As for Sniper Rifles, yeah, they're pretty rare, but you can get one with the assignment of an assassination quest in the Museum of History Underworld.
Also, yeah, the game is quite flawed with regards to sneakiness. For instance, break into the supply shack (forgot what it's called now, I'm typing this post half-asleep) in Megaton in the middle of the night while you have a Stealth Boy activated, and both NPCs will still see you and nag you to leave, while at the same time the stealth indicator rapidly flashes between hidden and detected. It's ridiculous.
Especially when they're supposed to be ASLEEP when you walk in. They suddenly wake up, run down the stairs and start nagging you to leave when you're supposed to be nearly invisible.
Also, before I go to bed, there's a neat trick Bethsoft included in the hacking minigame that I found out about earlier this morning. Scroll through the garbage code and look for anything with beginning and end brackets, parentheses, any sort of container characters. If it highlights more than a single character, click it, and it'll either remove a "dud" password or replenish your number of tries.
Oh, I did finally find a Sniper Rifle in the city "Minefield" doing some work for Moira back in Megaton. (Yeah, Megaton is still standing, lol.)

Although what really frustrates me is hitting these damn terminals/locks that I'm not "experienced enough" to attempt. But these are just small gripes because I really enjoy the game. :)
