Mary Sue does come out of Trek fandom, I'm pretty sure she either emerged from TOS-era, or Next Gen. So while that picture might not have been the origin point for the idea of a Sue, it's definitely around the same time as the idea was emerging. The stereotype is the new, sexy ensign on the ship that everyone loves who has more skills than everyone else on the Enterprise, and she dies tragically in Kirk's arms (or Spock's, or whomever the author particularly fancied). So it's smack-dab in there, I think.
It should amuse you that I have some old Horatio Hornblower 'zines floating around in my files, I think in my parents' basement. I feel very old admitting that. (The funny part is my Latin prof in college gave them to me.)
