Apparently, only about 60 places in the entire UK applied for 24 hour licenses.
Many pubs just applied to stay open 'til midnight or 1. The 24 hour license cost quite a bit more, so it wouldn't be economical for most pubs simply because the extra revenue they'd get from staying open wouldn't cover the cost of the license.
(Basically, when you applied for the license you had to state when you wanted to be able to serve alcohol until, and the price of the license depended on how late/early that was)
However, the same rule applies for all places that serve alcohol: this does indeed mean that clubs having this license can stay open 24 hours if they wish (at the discretion of the owner, obviously!).
The other side is that some of the corner-stores that sell alcohol either didn't think these laws applied to them or just forgot to (re-)apply for their licenses, so they're not able to serve alcohol at all right now! Huss.

didn't they just ban happy hour over there because of the sky rocketing amount of cases of alcohol poisoning happening?
From what I've read drinking has become a 'real' problem over there...i wonder if this is a good idea.
