[ A flurry of white is all that can be seen, though there is also a flap of material flying back and forth in front of the lens. It's dirty, torn, and frayed, but further out, if one looks hard enough, whomever is walking is doing so somewhere around the city, and is obviously having trouble doing so, if the sharp, heavy breaths are any indication.
