Nothing, really, aside from the name! It's completely possible for a fight to break out -- they're just not allowed/supposed to! But, of course, breaking the rules is part of the game, if your character should choose that road. However, should a character start a fight in a neutral zone, there's a high chance that they'll be tossed out of it on their butts by an NPC (up to player discretion) and not allowed back in that particular zone for a while.
I HAVE ANOTHER QUESTION and not one so stupid, I swear--! Anywho, I was wondering if you guys had plans on how to handle players wanting to canon update or bring in old game info while in-game? I know that some other RPs have a (small) app process for that too and a system for how to handle it.

Suppose my character (This one in particular) has powers that draw upon a source that only exists in their canon but is rather similar to what's available in other worlds (In other words, atoms). My question would be, would they be able to still use their powers albeit with much more difficulty than everyone else or would it be completely gone?

They would still be able to use their powers, with a bit more difficulty! It'd be pretty boring for Sarah and her cohorts if the players in Igura couldn't use their special moves. :)
Question!! The characters in P4 receive a tarot card when they receive their persona (the source of their powers). The animation in the game shows them with the cards when they attack, but it's not clear if they actually need the cards to use their abilities. Would the cards count as an outside item?
If the card is something they carry around outside of battle, then yes, it would count as their outside item! If the card just shows up when they're fighting or something like that, then no, it wouldn't count as their item.
Regarding the IC Survey part of the application, is it an oral or written sort of survey, or are the applicants allowed to choose whichever? Or could it be answered like an interview?
