I know it's not possible to warn for everything. But if the Wilderness changes every fifteen or sixteen days, putting out warnings on the fourteenth might make situations like this less common.
Could be. All the same, when we're blessed with a setting like that mall place, people are going to push their luck and take advantage up to the very last minute. It's human nature.
The point is, it would have been helpful if we'd known it was about to change so we could have, at the least, all been close to the lift. I've been told [by an NPC] that it typically doesn't change into something as unpleasant as what it is now, but it might well turn into something worse in future. So knowing it's about to change, even if we've all been driven down there like I've heard has happened, would give us the chance to prepare.

That's the one task not yet implemented, however you're free to take it up if you so desire. The issue in these recent cases has been the wilderness was being used for shelter, and we all know when a society has been made homeless for a period of time if there's available shelter they won't want to leave it.

I understand the circumstances here, and I've heard about people fleeing down there when the Worldoak is infested with enemies. If it hasn't turned into something so hostile before, I can see why it gets treated as a sanctuary.
But if it's become a wasteland with marauding hostiles once, it might become worse in the future. If there is a warning, then people can make the choice to either clear out beforehand, stay near the lift, or trust their luck.
