This is just classic Mandleson spin....doing something meaningless as a distraction from their own failings.
They didn't want any job losses in 2000, so they pushed Rover into Phoenix's hands, rather than Alchemy who had a much more sensible plan.
Of course it's always easy with hindsight to say that a different option would have been better, but did anyone, at any stage, really think that Rover could remain as a volume car manufacturer? BMW couldn't see a way to make it work, how was it feasible for it to go it alone?
