That's not true. Chun li wasn't in the original. But her father (or someone who was supposed to be her father I assume) was. He was killed by Shadowloo (which, in their defense, I've heard called Shadow Law in american translations) thus why Chun Li took up the case, and persued it so determindly. It's very similar to Guile's drive in 2, which is why a lot of stories link the two together as partners trying to bring Bison down together. Gen I don't think was her teacher, either. I'm pretty sure he was just a random assasin. Her father (or grandfather) was her teacher.

Granted. But still, why focus on Chun-Li,of all characters?
That's ANOTHER thing, Gen taught her in the movie but she still fought the exact same way! They show her training, and everything about her stays the same! lol

Why focus on Chun Li? Well...had they done it right, they should have started with Street fighter for the NES, looking at the other games, and making a really cool movie with lots of set ups for future films. This would have made a clear Ryu main character, Ken side character, and Sagat antagonist. That way, they could have gone the Alpha route and covered all of that in 1 movie (possibly 2, combining 1&2 then having 3 be it's own) where they introduce many of the characters that appear in 2, then have 2 that would focus more on these other characters stories, because if you look at the arch, Ryu and Ken fall into the shadows, story wise. The anime tries to make them seem like Main characters, but if you look at their endings; Ken gets Married, and Ryu walks away, wandering around. Whereas Chun Li's ending, and Guile's ending (well...guile to an extent...) seem more like, story wise, they HAD to be the ones to beat Bison. Whereas, getting married and walking off could happen regardless.
