You need an internet subscription to get internet to work, unless the landlord provides the service and you just need to connect to the network (much like school networks, but I doubt the landlord has done that).

As far as good AND cheap, I have no idea. Dial up would be the cheapest way to go, but it won't be very good service, as I'm sure you're aware of. If that's what you have to use, though, I would recommend NetZero. We used to have it, and it seemed to run pretty well, and it was only... 15-ish bucks a month. Not too bad.

yeah, i had juno, which netzero bought, and i could always connect(unlike compuserve/aim, which i also had once...) and the service was hell of slow compared to anything other than dial-up, but for what it was, it worked. the end of that rambling sentence.
