Yeah, I think it sounds really intriguing. I mean, I'm not even in the Harry Potter fandom anymore but a summary like that would make me click at that fic to see what it is about. Now, as for what to expect...

Something..noir-ish perhaps? Certainly a dark atmosphere where there seems no light at first, a pretty much chaotic situation as far as the foundation system of the country is concerned (you know, like all these films in the bleak future) etc.

I'd expect something long, that talks about the economy and the impact on everyone in a lot of detail, in addition to the main plot of the murders. I'd expect a series of clues that don't add up until the end (Agatha Christie style).

I'd also be really interested in reading this!

I'd begin reading a story that had a summary that good. Whether I stuck with it would depend upon the direction it took and who was the focus of the story.

I'd assume some kind of another Dark Lord rises scenario and an attempt by the rebel group to destroy the present infrastructure and rebuild in their own image. I'd expect and hope for a lot of Harry with the support of Ron and Hermione. I'd wish for H/D and I'd hope for mystery, suspense and sly Slytherins. :-)
