A mild, slight damping, does not count as rain. If it's not enough to wet my book, it's not rain, it's not even drizzle, it's... it's... actually, I don't know what it is, so far I've only figured out what it's not...

It's "wet air".

We have been getting the same thing. Enough to leave a spatter of mud on the car windscreens, but not enought to actually achieve anything useful.

Like clothes that at first appear dried on the line, but on closer inspection are damp.
Not one or the other, totally useless in itself.
