So...the house has proposed a bill that would allow Congress to reverse judgments on the United States Supreme Court that would allow them to overturn judgments of anything after the enactment of HR 3920 and "to the extent that judgment concerns the constitutionality of an Act of Congress." what if they pass this law and then the supreme court declares it unconstitutional... then what...

Well if it's passed and the act is enacted, it doesn't matter whatn the Supreme Court says. They can declare it unconstitutional, but pending on the 2/3 vote, that judgement can be overturned. It pretty much gets rid of the Supreme Court.
