The only other option would be to force parents to take responsibility for their actions and make it a criminal offense to purchase M-rated (or higher) video games and/or R-rated (or higher) movies for use by minors. Make the penalties similar to those in place for purchasing tobacco or alcohol for minors. Of course, then they'd have to change it to the "Bureau of Alcohol, Tobacco, Firearms, Explosives, and Electronic Entertainment".
