I'd be pretty bummed if I was a Russian and was told I was being shipped to Syria.

I think that's why.

Well, I'm not sure about prisoner-y stuff, but I do know that the USSR provided aid to Syria, begining in the late 50's, and they signed a treaty in 1980.
Turkey was backed by the US, and Syria was a communist country. I'm not sure about Georgia, but Syria and Russia/the USSR have a long-standing relationship.
