Yes, in regards to flagging:

I apologize for the delay in responding to your request. The "offensive
content" flag essentially has no strict definition; it is a purely
subjective judgement. Defining content which may be offensive is
problematic, as there are an infinite number of hypothetical types of
content which may or may not qualify as "offensive". If you have any
specific examples, or hypothetical situations, and are curious as to whether
or not any flag would be applied, please feel free to ask.

That said, content which is administratively set as "offensive" only removes
the content from search results for users who have opted to use moderate or
strict search filtering. It does not affect the content in any other way,
and is not considered a violation of our policies. This is a seperate issue
from certain search terms not returning any results, which is an issue the
Abuse Prevention Team is unable to make any statements on at this time.
