The British bowler-hatted businessman was from Judge Dred according to the Doctor Who Confidential "Are We There Yet?"
Did you know the Macra are an OLD Doctor Who villain from 1967? A Patrick Troughton (Second Doctor) serial "The Macra Terror", also revealed in the Confidential.
I was actually sadistically pleased when the Doctor said the message wasn't about Martha being with him. You see, Rose said the same thing at the end of End of the World and the Doctor seemed to accept her statement. This time when he rejected Martha's claim to the same, it felt like another happy "I'm still in love with Rose and you can never replace her" moment. I like Martha and all and I agree the Doctor was being a bit of a git, but I'm grateful for every one of those moments we get. My bf and I were so afraid that they wouldn't mention Rose in the new series, or worse yet try to turn Martha into a love interest. That would be just awful, they just can't do that and so far it seems like they fully realize that. Happy!
