A cynical view of the United States brokering peace in Northern Ireland would be that, superficially, the United States wants to prevent further violence in the region., but Deep down, however, there is a conflict between Irish-Americans who want to support their brothers “at home,” and America wanting to help Great Britain. Great Britain, one of America's closest allies, in order to would be stabilized by America's support, and in exchange, for Great Britain would support in other American endeavors abroad, including Clinton’s actions in Serbia and Kosovo that many see as a “Wag the Dog” maneuver to draw attention away from his scandals at home.
