[She listened, thinking of Shepard's futuristic weaponry, and it all made sense, even though it really didn't. Going to the moon was one thing, but finding other races was complete science fiction to her. Then again, so were B.O.W.S. back in the day.]
Every time we think we've made a difference, a new terrorism group gets their hands on bioweapons. Viral is the worst, by far. All it takes is one exposure to produce an outbreak able to debilitate an entire city.

Yes, but terrorists have moved on from uncontrollable viruses to parasites that offer them control of their hosts. Destruction is the only solution we know at this time.
