Noatak shields Tarrlok from the explosion with waterbending. Noatak dies, Tarrlok is severely injured but survives.

Of course people come to investigate the explosion. Finding Amon's body and their councilman mangled and half-drowned, they connect the dots and assume he must have been the one to kill Amon.

A hero. Republic City's savior, just like he wanted.

Tarrlok is brought back for intensive healing, showered with praises, treated like a martyr for "sacrificing his bending" and risking his life to stop Amon from escaping.

I just want to see how he deals with this.

A United Forces ship drawn by the explosion found him, floating unconscious and surrounded by chunks of burning wood. Two of the ship's benders pulled and shaped the water around him, gently lifting him over the rail and onto the deck. The sight of his injuries close-up drew a frown from their medic, but she quickly got to work coating and soothing the intense burns that swept up his right side and arm ( ... )

Tarrlok awoke to memories of unbearable heat and choking water; it was a moment before he realized he was lying in bed, indoors. The cleanliness and spartan decorations in the small room around him said hospital. As he was processing this, he became conscious of pulsing pains along his right side. He tilted his head and saw white bandages covering…well, everything. His right eye seemed to be covered as well, but he found nothing there when he touched his face. The skin felt rough and raw, and Tarrlok closed his left eye experimentally. Nothing, but a vague sense of light ( ... )

He cut through a quiet side street dusted with snow. Unbidden, his memory offered up another pair of hands, strong, gripping his neck and pressing into his forehead.

Tarrlok had been using bloodbending when Amon forced him to the floor. He'd reveled in the power over his foes. He'd used it on the Avatar when she threatened his control of Republic City.

Noatak, still protecting his little brother from their old man’s legacy. Tarrlok hadn't had the heart to ask if he realized how close Amon had come to achieving Yakone's goals. He replied simply, Our father set us on this path.
