I AM interested, cause I love that show and there have certainly been naughty thoughts of a Katherine/Elena pairing dancing through my brain ever since Kat showed up.
Yes, posting a fic on your LJ and then linking it via comment to the prompt you fill is a valid way to participate. Some people write their fic in the comment itself, but it's all good.
