In order to get them you must have finished Treasures of Aht Urghan mission 44.
Quite a way to force people to do the missions.

Final Fantasy fandom is bad, but FF11 is the worst. SE could get Yoshitaka Amano to paint a personalized portrait of each and every FF11 subscriber and people would still complain.

I heard you also have to be lvl 75 to be able to use them during 2hr. Probably just rumor :/
