Zack will get what he wants from Angeal. Angeal can't deny him anything, after all. Zack wants to be controlled, but he doesn't realize he's controlling Angeal, too.

I bet if Zack finally stopped be afraid of what other people might think about him and went to Angeal, Angeal would do anything what Zack'd ask even if he'd still thinking about the teenager like an innocent Puppy.
Definitely Zack doesn't see how much he could control Angeal.
