Apparently it's called the Ebbinghaus illusion. Well, according to this book anyway.

Neither is larger; both are of the same size. It is an optical illusion. ...By enlarging the circular shapes on the second image, and decreasing the size of the images on the first, the eye is drawn to those images and cannot quickly focus on the middlemost circle when laid side by side.
