What countries could a supervillain theoretically take over and run?

It would have to be unstable enough to be conquered, yet have enough resources to be worth conquering...

Anyone think of a country that would qualify?

South and central America is full of countries that fit the bill. Also Haiti could be shoe horned in if the villain had a master plan to parlay its location and geography into a natural resource.
