I talked to the verizon tech.
1) make sure you actually at the verizon box before trying to follow someone's verbal directions. ARRGGHH
2) He said the yellow/black wires have a "short" and when he disconnected them it was fine outside. But he put them back. suggested I disconnect them. Doing so did:
If you call my phone # it now rings instead of producing a busy signal. It did not cause any outlets inside to have dial tones It DID make my DSL go away. SO... I put them back..
