Some people don't flush toilet paper down the toilet in order to conserve water. While I was in Costa Rica we didn't flush toilet paper down the toilet because the sewage system was old and couldn't handle the paper. Growing up though I always flushed the paper down the toilet, but my grandparents didn't because they grew up with outhouses.
