I hate to post again, but I found an episode where there voices were slightly different. In fact, it's on Cartoon Network as I type this. It's The Trouble with Scribbles. I haven't found any good clips on YouTube, but this YouTube Poop has them in it (although you'll have to sift through the other stuff first. Check for 1:53!).

i think its just the actors becoming more comfortable with the character. its happened in other shows, the fairly oddparents and spongebob come to mind, where the actors are the same, but the voices a bit different. no big.

The same thing happens in the Simpsons. Watch an episode from Season 1, and then watch an episode from Season 10 and you'll see what I mean.

But the first episode and many before this one had their voices exactly the same. Why would they just randomly change it for X amount of episodes to simply "become comfortable"? Don't you think that if they weren't comfortable or the editors weren't, they'd start from the beginning? Like The Simpsons, as captwill83 said?

It's the voice actors becoming comfortable with the character voices. It's something I tend to notice in some of the shows I watch and Fosters is one of them.

Like I mentioned above, if they were coming comfortable with their voices, they'd really just edge into their new voices from the beginning. It's not something you just randomly do, unless they were really testing because someone finally told them they didn't like their voices. But that would wreck a show, normally.

Not the first time Foster's has done something like this. They changed Frankie's look during the middle of World Wide Wabbit. :)
