I love the notion that Laura knew that Bill was watching over her on NC, it fits so well with her "I refuse to believe that Adama has abandoned us" line in Occupation.
I like to think they had time to really talk to each other, as people and not only as leaders, during the missing year, so she'd know he was circling above, keeping an eye on the people, always ready to fight and never willing to abandon them, no matter what the odds.
This so fits with the idea that Laura saw NC as this chance to just be a regular woman--it fits so well with the "I Quit!" Laura of season four. Then of course, it all went in the crapper and Bill was so close and so far.
I really like the third paragraph. How citizen!Laura was perceived by the population of NC is really interesting and open to interpretation, and you said so much so concisely here.

It's an interesting question, isn't it? How would any one of us react if our head of state, who promised us salvation and traded it in for a better [longer] life for herself, moved in next door without luxuries or security agents?
