The plot actually dictates that Fuuka would show up inside the onsen (probably inside her room which will be assigned once you comment here with her strongest emotion) - while the plot is still ongoing, starting outside is not an option as far as I'm aware. Also, I don't think anyone has actually gotten themselves out of the onsen yet, so there wouldn't be anyone to greet her, anyway.
If you haven't seen, this here is the main plot post that you should probably read if you haven't already. There's also some floor plans for the onsen, and a chart explaining the Pokémon-esque color feud between peoples' rings.

I was told by the mods that I had the option to either start with her in the plot, or I could intro her in the Plane, still able to go in and out of the onsen (and the Plane itself) but just not get a room or ring.
Knowing that other people couldn't get out, I was aware of the floorplan, and thus tried to get her in the grounds of the onsen (outdoor baths are on the first floor) without her walking right into it (which seemed a little much for someone who's just entered in a weird place to do). I realize this isn't very clear though, so I'll go and edit the entry so it's clearer.

Also, I know that none of the characters can get out of the onsen. The outer wall (not of the actual building, but like a fencing area) is impassible. If she doesn't at least head inside, past that, and into the grounds, no one would be able to properly interact with her.
Oh, right. This is where I was getting that:It's walled in by a palisade, but beyond that? Nothing. Characters who can fly can fly up as far as they want, because the can't actually fly past the wall. Ever been in a video game with an invisible wall? Yeah, that.
But, yeah. You're free to do whatever, of course. I'm just being a bit nosy, I suppose. Sorry.
