Aside from that, there's something that puzzles me. The organization NERV have been receiving criticism and their job is, or it seems, to fend off these so-called Angels.

I don't know what they are, but I think "Angel" is just a codename or something. All I know is that I've fought two of them already, and both were ridiculously strong.

From what I picked up, I thought they were some kind of alien race that had been attacking us. "Angels" is probably just an overly dramatic code name someone came up with to refer to them other than "Extraterrestrial Super-powered Biomorph" or whatever the scientists want to call them.
