Role: Quest giver! Jack gives out quests to morally heroic or gray PCs that are infamous for being fast-paced and having difficult time limits. There is also a mission for villainous characters that revolves around trying to assassinate him. It is generally regarded as impossible to beat.
Moral alignment: Neutral goodish anti-hero.
Character Class: Jack is classed as 'Captain', which means he is a capable melee and ranged fighter with auxiliary abilities that revolve around leadership.
Level: Level 15, i.e. mid-level.
Abilities: Taser strike- temporarily immobilize an enemy
Tactical support- Jack calls in reinforcements, which spawns a few NPC SWAT officers to help out in a fight.
Mini-bio: Jack can be found in the ruins of the old police station on Manhattan Island. The CPD is more of a militia than a law enforcement group these days, and Jack's focus is on limiting danger to innocent people above enforcing any rules. Role: Optional party member.
Moral alignment: True neutral, bitches.
Character Class: Melee.
Level: ∞ - her level corresponds to the average of your party.
Abilities:
Perfect Strategy: Her ideas are always the best; tactical changes are always in order, but it's generally a good idea to follow her advice. But she can become a bit pushy when there's too much deviation.
Take-Down: Exactly as it seems. She will fell one enemy in one turn, but it may take her a minute or two to get back into the swing of the rest of the fight. This doesn't apply to ~bosses~ of course.
This Sucks: Scathach does need to feed now and then, and if your journey is a prolonged one, you had better be prepared to help her. Things might get a little intimate around here.
Mini-bio: After everything went to shit, Scathach decided that it was time to seclude herself again. Not very far from either of the factions' main cities, but far enough so as to remain mostly unnoticed. Adventurers usually stumble upon her quaint home by ( ... )

Role: quirky rival!!
Moral alignment: hero!
Character Class: Terezi is that character that shows up at random intervals and always causes trouble--but if you can best her, she really helps you out! And in the end she turns out to be a real ally.
Level: she's at the top of her echeladder, man...but since she's the rival she really gains levels as the main character does.
Abilities: She can foresee events and also get inside other characters' heads! So basically if you ever had her in your party she would be the obligatory "use this ability to reveal the enemy's stats" character.
Mini-bio: She is attracted (platonically or romantically, depending) to the main character but her trouble-making nature and knack for knowing what's going on leads her to act as a rival, showing up when the main character things they need her least but she knows they need her most. Annoying as piss, but the main party is always better off when she leaves!

Role: Mid-level boss for heroic characters, early quest giver for villainous characters.
Moral alignment: Chaotic evil.
Character Class: 'Mastermind.' All the Major's abilities revolve around the use of his brain in planning and support outside of combat. Once combat begins, he's basically useless.
Level: Level 30.
Abilities: When fought as a boss, the Major mainly sits in his chair and activates traps and turrets while watching his enemies fight his vampire or human minions and generally having a grand time. Once they get past his defenses, players are rewarded with a very cathartic mini-game that revolves around punching him.
Mini-bio: The Major has done very well for himself in the post-disaster City. His faction is dedicated to fomenting conflict and preventing any recovery, which is why heroic characters must go after him relatively early in the plot. His dungeon is an enormous zeppelin which is perpetually cruising around the City, getting in random fights with other factions. Quests given out to ( ... )

Character Class: POLITICIAN. Mitchell generally doesn't face combat, but if he does, he's going to just sit back, let James Bond do his thang, and talk to all of the machines.
Level: Level 20 :)
Abilities: He talks to machines guys. That's all he does. He'll tell you what your gun's saying if you're nice enough to him.
Mini-bio: City Hall isn't much, but it's home, and he's giving out quests to all the special characters. They're things like 'go get all of these forms that were stolen' because they're important, or even worse, asking people to do their civic duty and help clean up the mean city streets.
Sample of interaction with PC: Generally, he tells NPCs to get a move on, because the people are suffering. :(
