Being an Angel, Hanekoma can read minds, detect power levels (he won't be able to pinpoint exactly what your character can do, but he can identify how powerful s/he is) and use his artwork to influence people

Can he read your character's surface thoughts? Sure! Though Ashisogi Jizo (his sword/part of his soul, like the other shinigami. A child/moth in that state.). will be up there too. :x
Can he perceive your character's power level, and what would he detect? Of course! He's one of the high-ranking shinigami from his world's version of the afterlife, so he's fairly powerful. Like the others, he can keep his spiritual pressure under control most of the time, but when he's upset or fighting, it's obvious. It's also implied to be pretty unpleasant, and he's a sociopathic amoral scientist, so. :x Isn't actually evil, though, and is technically a protagonist.
