Clouds (FFCCCC + FFFFFF) with a twirl filter? Outer glow around the silhouetted skyline?

It's a picture I took while in NYC this past winter. I made a selection of the sky and copied as a layer...I then altered the sky color using "ctrl+u." Then...I cut the blue sky out of the source and put down another layer for the blue sky. (So...right now it's recolored sky, blue sky, buildings...going from top to bottom.) Then I added an outer glow to the buildings and fiddled with the opacity of the blue sky level.

It was simple stuff...just hard to explain. ;-)
