Well, he's not a public speaker -- he's former military and police, speaking at a county government meeting.

What about breaking the grade down into Content and Delivery?

Forcefully and boldly speaking the truth to a tyrannical authority? How can this be anything but an A-grade action?

I'd say his presentation could've used a little polish, but the content was spot-ono.
