Rails channel magic because of their metal content, I think. It's possible to work sorcery in metal but very difficult; Dalan mentions that not even Chaiel could set a spell in grounded metal (copper, in this case), and he mentions the engine itself as being impossible to spellcast against. I theorize that it's likewise possible to enchant water if you can muster enough power and get it to stay still, but that's a wild guess.

Chapter Thirty, when Kieran's riding the locomotive into his blockade. "Some tried to run; some threw useless spells at the grounded mass of iron; all to no avail." It looks like it's grounding that matters, maybe...makes sense, if you consider it as a tendency for the pattern of metal to channel external energy into the ground.
