Never been a fan of "sagging," but it's hardly "disorderly conduct" and if nothing is really exposed, it's not "indecent exposure" either-which is really meant to curtail sexual lewdness.
And while I dislike the sagging, somehow I am okay with sheer tops. Don't ask why.
While there are certainly men and women that I would not want to see in a sheer top-I am far too furry to pull off the look-I am okay with sheer tops on men and women.

I'm not a fan of the look, but bringing it into the legal system is definitely excessive. besides, i think mooning is not illegal in all states.
i just let guys dressed like that know that they're advertising their availability for some good, old-fashioned butt sex.
In fact, if other men approached them and grabbed their asses, or started dry humping them (simianrex), i think i might pee myself (which is definitely illegal in public.)
I think that the cops should just be allowed to chase them for a bit. If they can make it a few hundred yards without tripping on their own pants they are let off. If they trip and fall they get hit with a stupid tax.

In a school, I'd stock a bunch of crossing-guard orange above the waist pants with belts for dress code violators.
Going beyond that to requiring jail time for stupid clothing is excessive.
