kinda weird and over worded request

USUK. America is and has been in love with England for a long time. He was ecstatic when they formed the Special Relationship after a hundred and fifty years of no contact.

The catch: becoming the world's superpower and clearly being the dominant and more powerful of their diplomatic relationship means England is at a disadvantage...and America thinks that, were he to confess, England would feel obligated to go along and kiss, sleep with and date him. Not because he wanted, but because he'd have to.
So he has to wait; he has stuck himself in a seventy years long wait for England to take the first step and ask him out if he has those feelings...and has kinda abandoned all hope.

England is, of course, completely head over heels, but doesn't see the power issue, and personality problems don't allow for him to confess (the shame! the humilliation! the vulnerability!). The other nations are frankly fed up with their dancing around and finally decide to take action...by conspiring with America's and England's bosses
