Romano has been in love with Spain for a while. However, when he finally gets the courage to tell him how he feels, due to his tsundereness and Spain's obviousness, Spain (unintentionally) rejects him. Heartbroken, Romano gets comfort and help from another nation, and they end up falling in love. When they reveal their relationship to everyone else, Spain ends up jealous.
tl;dr: Spain rejects Romano. Romano hooks up with someone else. Spain gets jealous.
Bonus: -Spain tries (and fails) to break them up by telling stories about when Romano was a kid. ("You know, Romano wet the bed until the 18th century...") -Spain does tell Romano how he feels, forcing him to make a choice between Spain (who he still loves) and the other nation. -The other nation is America/Canada, who is going through something similar with England/France.
